No, that’s why it takes forever (like, 15 years from the point I’m involved) to get a new medicine.
The processes agreed for development are so that people really look out for toxicity all the way along. Check this (https://www.fda.gov/patients/learn-about-drug-and-device-approvals/drug-development-process), straight from the horse’s mouth, I mean, the FDA – the USA agency that authorises new medicines.
