Question: Is there a person in a satelite when you throw it to space?

Most of the time no, satellites and spacecraft don’t have human crew. At the moment the only crewed missions are the Soyuz flights to and from the International Space Station.

What would happen if there was a person in a satellite when you throw it into space?

If they weren’t wearing a space suit or in pressurized area in the spacecraft, they would die! Vehicles for carrying people into space have to be designed very specifically and carefully for that purpose.
